‘Because the most frequently left message in voice mailboxes are requests to return calls, this service will help increase the number of calls made by telephone subscribers. The ‘list of missed calls’ service will have the same impact on subscriber base behaviour.’
Sebl often travelled from the Czech Republic to Delft to attend the courses of TopTech Studies, which, in co-operation with TU Delft, offers MBT courses to professionals who have three to ten years of working experience and wish to upgrade their knowledge and skills. ‘I was very excited when my employer chose me for the course,’ Sebl recalls. ‘The TopTech course has earned a fine reputation in the Czech Republic and its graduates are experts in the Czech ICT industry. Many graduates have gone on to become top managers, running the key market players.’
Sebl’s company, Czech Telecom, handles 27 million phone calls a day and is currently the only supplier of fixed telecom services in the Czech Republic. Sebl’s analysis shows that to achieve a break-even point, 290,000 users out of 2.9 million residential subscriber lines would have to be gained. This could be achieved in just 2 years of new voice-mail services. ‘By implementing the proposed project, marvellous financial benefits can be gained with a relatively small initial investment,’ Sebl concludes.
There are some technical problems to overcome, however, like network infrastructure. The service can only be offered to subscribers whose telephone lines are connected to digital exchanges. TELCO NOVA still maintains analogue exchanges in certain parts of its infrastructure. Moreover, DTMF (tone) dialling is required to interact with the voice mailbox.
‘Consequently, before starting the project, we must ensure that enough telephones are equipped with DTMF dialling,’ says Sebl, who also warns that technical solutions and components must be fraud resistant. ‘Security gaps in the service logic and its technology could have a serious impact on the projects ‘financial success.’

Sebl is extremely pleased with the TopTech MBT program: ‘Although I knew the course was renowned for expertly mixing the technological and commercial aspects of the telecommunications business, I was somewhat surprised by how well they handled this rather difficult task. I also liked the fact that most of the lecturers were executive technology experts and managers who were willing to share those little secrets that come with experience and expertise % trade secrets you just can’t learn from textbooks.
